The Constitution
The club shall be called. Llynfi Valley Angling Association
The objects of the Association shall be :
The provision of angling facilities on the River Llynfi and its tributaries and the regulation of charges for same.
The safeguarding of the rights and privileges of the Association.
The prevention of illegal fishing.
The prevention of pollution by all means within the power of the Association.
The improvement of the river by stocking and other means that may be advisable.
The headquarters of Association shall be Railway Inn Llangynwyd where all meetings shall be held.
Officers and Committee
There shall be elected each year the following officers of the Association:
President, Vice President, Chairman, Secretary/Treasurer and up to six Senior Committee members.Should there be no nominations for positions the people who are holders of the positions shall be deemed as returned unopposed.
Any nominations for positions should be proposed and seconded by senior members and be in secretary’s possession at least 21 days prior to the AGM which is held on last Friday in January each year.
The duties of the officers shall be to administer the funds and property of the association and conduct the business of the Association in furtherance of its objectives.
Power of the Committee
Five officers at a committee meeting shall form a quorum.
A record of all transactions of the committee shall be entered in a Minute book.
The committee shall have the power to:
appoint suspend or dismiss any officer of the Association.
Require any member or guest occasioning any damage to the property of the Association or landowners on whose land the Association fish either wilfully or through improper use to cause the same to be replaced or make good as it shall decide.
Alter or revoke any Bye-laws and rules relative to the property of the Association and to the government of the Association provided that they are not inconsistent with the objects of the Association and are necessary for the conduct of the Association in conformity with its objectives. These changes shall be confirmed at the next AGM.
To fill any casual vacancy which may occur on the committee during that year.
Interpretation of Rules
The committee shall be the sole authority for interpreting the rules and bye-laws of the Association, or to the conduct of members or guests and decisions of the committee upon all questions of interpretation or upon any matter affecting the Association and provided for by these bye-laws or rules shall be final and binding on all members.
Membership and Subscription
Members of the committee shall be entitled to free membership while in office.
Membership of the Association shall not exceed 150 senior members and 60 junior members.
Junior membership is restricted to persons who are under the age of 16 on the 3rd of March in the year of their acceptance.
The cost of membership shall be decided by the committee and ratified at the AGM.
Membership is payable from 1st February each year.It can be obtained by post or on line through our website.
Day tickets are available and can be bought on line through our website.
The Annual General Meeting
The Annual General Meeting of senior members will be held on the last Friday of January each year.
The business of the AGM shall be to:
Receive the report of the committee
Receive the secretary’s report and audit
To elect officers of the Association
To determine upon notices of motion.
Any motion submitted by the committee shall if carried be adopted forthwith
All other motions shall if carried be adopted at the following meeting.
Special General Meeting
Special General Meetings may be called by the Chairman, a decision of the committee or upon a written request by 20 senior members.
Fourteen clear days notice of all special general meetings shall be given by circular stating the reason for such meetings.
No business shall be transacted at any general meeting of the Association except that set out in the notice calling such a meeting, or shall be allowed by the Chairman as fairly arising out of the agenda.
Expulsion of Members
Any member, including life members, guilty of a breach of the rules or bye-laws of the Association or guilty of misconduct or otherwise acting in a manner deemed inconsistent with the interests of the Association may, by a vote of not less than two-thirds of members present at meeting of the committee called for for that purpose or for which special notice has been given at which meeting the member concerned shall have the right to appear, be expelled from the Association or suspended for a period the committee may think fit. Any person so expelled shall thereupon cease to be a member and forfeit all rights as such. Seven days notice shall be given of any such Meeting of the committee.
Any member whose conduct is such as may render them liable to suspension or expulsion, may be suspended forthwith until his case has been considered with the provisions of rule 10 hereof. Pending the operation of Rule 10 hereof, a member may be suspended by officials present until a decision be formed by the committee and must hand their membership ticket immediately to the committee member suspending them.
Membership Tickets at all times remain the property of the Association and must be surrendered on demand by an Officer of the Committee.
